Due to the City’s other currently outstanding public records requests that we are processing, we anticipate the City will need until 11/3/2023 to locate and assemble the requested documents, notify third parties affected by the request pursuant to RCW 42.56.520, and to determine whether any of the information requested is exempt from disclosure.

The City does not have a technology to extract the information you have requested.  Pursuant to WAC44-14-04003(5) an agency is not obligated to create a new record to satisfy arecords request.  See also, Sperr v. City of Spokane, 123 Wn. App. 132,136-37, (2004); Smith v. Okanogan County, 100 Wn. App. 7, 14, (2000). If the City of Vancouver has misinterpreted your request, please clarify.
