Pursuant to Utah’s Government Records Access and Management Act (“GRAMA”), I hereby request the following records:

-The current memorandum of agreement (MOA) or memorandum of understanding (MOU) with the Defense Logistics Agency, Disposition Services regarding the 1033 equipment surplus program administered by the DLA Law Enforcement Support Office

-The annual inventory form required to be completed by the state coordinator of the 1033 program

According to the DLA FAQ page regarding the 1033 program, the Department of Administrative Services, Surplus is the agency in charge of coordinating the 1033 program for Utah. See http://www.dispositionservices.dla.mil/leso/Pages/StateCoordinatorList.aspx

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Thank you so much for sending the MOA and accompanying documents regarding 1033 LESO transfers. Please confirm whether DAS has a statewide inventory spreadsheet similar to the one I sent you last week?

More than a dozen 1033 state coordinators so far have released nearly identical spreadsheets, and a handful have indicated that maintaining such a spreadsheet is part of the standard 1033 coordinator responsibilities.

If DAS has a corresponding spreadsheet, this GRAMA request covers that document.

Thank you for sending this spreadsheet. While much of this spreadsheet includes agency-specific transfers, the second tab does not include an indication as to which agency is involved. The transfer records you sent in the first PDF does include information as to which agency received these same equipment. The spreadsheets I sent before are an indication of the format that more than 20 states released -- these corresponding spreadsheets from other states display all equipment transfers on an agency-by-agency basis for all categories of equipment.

Does the DAS have a copy of the complete inventory spreadsheet of all equipment received by Utah law enforcement agencies, down to the agency level? If so, please send a copy.
