Pursuant to the Freedom of Information Act, I hereby request the following records:

All documents pertaining to Wright Patterson Air Force Base (WPAFB) Aero Medical Laboratory (AML) research on hypnosis and psychochemicals, including LSD, from 1952 to 1968. Documents should include AML-funded research conducted on the premises of WPAFB as well as off-site at grantee institutions.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

We received your November 4, 2020, Freedom of Information Act (FOIA) request on November 30, 2020, which seeks the following:

"I hereby request the following records: All documents pertaining to Wright Patterson Air Force Base (WPAFB) Aero Medical Laboratory (AML) research on hypnosis and psychochemicals, including LSD, from 1952 to 1968. Documents should include AML-funded research conducted on the premises of WP AFB as well as off-site at grantee institutions."

The request was assigned control number 2021-00638-F ST1. Please use this number when referring to your request

Our organization has a significant number of pending FOIA requests. Therefore, we implemented a multi-track processing for requests. Based on the information you have requested, we placed your request in the Comp;ex track. We estimate a response to your request will be provided within 30 working days. Our policy is to process requests within their respective tracks in the order in which we receive them. FOIA requests are processed as quickly as possible. We will advise you if we cannot provide a response within the FOIA statutory timeline.

As described in DoDM Regulation 5400.07_AFMAN 33-302 AP2.3.1, DoD FOIA Program, and (CFR) 286.12 of Title 32, requestors should indicate a willingness to pay fees associated with the processing of their request or, in the alternative, why a waiver of fees may be appropriate. You are being contacted because you did not indicate your willingness to pay. Please indicate the amount you are willing to pay in a statement of "I am willing to pay $100" (whatever amount you choose) would be enough to start our processing.

Please tell the FOIA Office if you will accept CLEARLY RELEASABLE records.

In a CLEARLY RELEASABLE Response:
-You will not get an official denial letter from the Initial Denial Authority (Thus, taking less time).
-Responsive Records will be redacted of all data that the submitter (contractor) reasonably wants redacted.
-Responsive Records will be redacted of all personal names.
-Responsive Record redactions will have no FOIA Exemption code.
-You will not have appeal rights; however, you may submit a new request for ALL the records not agreeing to CLEARLY RELEASABLE responsive records.

The FOIA Fee Restriction prevents DoD Components from charging commercial or "other" requesters search fees, or representatives of the news media or educational requesters duplication fees if respond do not occur within 20 or 30 working days for unusual circumstances (documents not located with the office processing the FOIA request, the responsive records are voluminous, or required consultation with another agency). Fee restrictions do not apply if responsive records total more than 5,000 pages, and this office has made three or more good-faith attempts to discuss with you, how to effectively limit the scope of your request.

We have placed you in the "Educational or Noncommercial Scientific Institution or News Media" fee category for processing. Under this category, you may be charged for all duplication (paper) costs. The first 100 pages of duplication are furnished without charge.

We are stopping the clock and cannot begin processing your request until we receive the information requested. If we do not hear from you within 10 calendar days from the date of this letter (which is December 13, 2020) your request will be closed without further action.

I tried to send you the records via e-mail in January but I received an e-mail stating that it was undeliverable (attached) so I saved the records to a CD and mailed it to you. The records were fully releasable. The FOIA provides for the collection of fees based on the costs of processing a FOIA request and your fee category. In this case, we assessed no fees for processing this request.

I also received the same response for 2021-00639-F ST1. I mailed them on the same day. I don't know if you received those records in the mail so I will also send those records to you in a separate e-mail.
