From: National Archives and Records Administration

Dear Ms. Farkus:

Thank you for submitting your Freedom of Information Act (FOIA) request
concerning an FBI file to the National Archives and Records Administration
(NARA), via the *FOIAOnline* website. We received your request on April 5,
2019.

This office handles FOIA and Privacy Act requests for the National Archives
and Records Administration's *operational *records (records created by this
agency). Because your *FOIAOnline *request is for records that may be
*archival *records (records that were created by or originated in a
different agency but that may have been transferred to the legal custody of
NARA), we have forwarded it to our *Office of Research Services, Special
Access and FOIA* staff who handle FOIA requests for archival records.

Since the *Office of Research Services, Special Access and FOIA* does not
process FOIA requests through *FOIAOnline*, your request has been removed
from the *FOIAOnline* website and you will be assigned a new tracking
number by that office within the next 20 business days. If you need to
follow up with that office directly, please contact them at the address
below, or electronically via email.

For your reference, a copy of your request is below. In the future, you
can send FOIA requests for archival records you believe are at NARA College

Our page on FOIAonline explains that this office only handles requests for
NARA's *operational *records.

Please visit our website at *www.archives.gov/foia

From: National Archives and Records Administration

Dear Mackenzie Farkus,

This is in response to your Freedom of Information Act (FOIA) request dated
April 5, 2019 for records in the custody of the National Archives and
Records Administration (NARA). You requested access to Federal Bureau of
Investigation (FBI) case file 100-HQ-453384, which was identified by the
FBI as potentially responsive to your request for records pertaining to the
Women’s International Terrorist Conspiracy from Hell, also known as
W.I.T.C.H. Your request was received in this office on April 8, 2019 and
assigned reference number *RD 60895*.

We located and surveyed case file 100-HQ-453384. The subject of the file
is the Women’s International Terrorist Conspiracy from Hell, also known as
W.I.T.C.H. The file consists of 8 pages within 1 section and was compiled
between April 1969 and December 1969.

The file required screening for categories of information exempted from
disclosure under the FOIA and as such we have completed a line-by-line
review of the file and released information to the greatest extent
possible. The file has been redacted to protect the identities of
confidential sources per 5 USC 552 (b)(7)(D). We have attached a copy of
the file to this correspondence for your convenience. A summary of the
results of this review is provided below:

• FBI case file 100-HQ-453384: 8 total pages, 2 page released in full and
6 pages released in redacted form.

This concludes the processing of your request in this office. If you have
additional questions concerning our review of this file, please contact me
directly via email at jennifer.namsiriwan@nara.gov.

If you are not satisfied with our action on this request, you have the
right to file an administrative appeal within ninety (90) calendar days
from the date of this letter. Appeals must be in writing and may be
delivered by regular U.S. mail or by e-mail. By filing an appeal, you
preserve your rights under the FOIA and give the agency a chance to review
and reconsider your request and the agency’s decision. If you submit your
appeal in writing, please address it to the Deputy Archivist of the United
States (ND), National Archives and Records Administration, 8601 Adelphi
Road, College Park, Maryland 20740. Both the letter and the envelope
should be clearly marked “Freedom of Information Act Appeal.” If you
submit your appeal by email, please send it to FOIA@nara.gov, also
addressed to the Deputy Archivist of the United States, with the words
“FOIA Appeal” in the subject line. Please be sure to explain why you
believe this response does not meet the requirements of the FOIA. All
correspondence should reference your internal case tracking number *RD
60895*.

If you would like to discuss our response before filing an appeal to
attempt to resolve your dispute without going through the appeals process,
you may contact our FOIA Public Liaison for assistance at:
