This is a request under the Freedom of Information Act. I hereby request the following records:

Please limit these searches to include any and all relevant material and documents created between January 1970 and January 1990.
Please also note that this individual, William Hamman, a Vietnam veteran, received a PhD. from the University of Guatemala; he lived and worked in Guatemala in several capacities during the late 1970s and early 1980s, reportedly: as a missionary, as the owner of a coffee plantation, and as a helicopter pilot, potentially in the service of local government, the U.S. Embassy, or other offices and personnel of the U.S. government.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes. In order to help to determine my status for purposes of determining the applicability of any fees, you should know that I am a representative of the news media, and this request is made as part of news gathering (i.e. again, not for a commercial use).
I am willing to pay fees for this request up to a maximum of $100.00 USD. In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not. I also include a telephone number (917.859.1266) at which I can be contacted during the hours of 9:00 am to 9:00pm, if necessary, to discuss any aspect of my request.

Mr. Phelan,
The Department's electronic case notes indicate the case is still open. The searches are still pending. Each case is different and the processing time depends on the complexity of information requested, the location of the information, and the time it takes to review the records.
I have again informed the case Analyst that is working on your case for an estimated completion date(ECD). Please note that ECDs are subject to change and are "strictly" estimates and not intended to be used as "actual" dates of completion, due to various extenuating factors, which may or may not include coordination with other Agencies during the process (referrals, concurrences, etc.).Interim release dates are provided, as applicable
I hope this information is helpful. If you have further concerns or any questions regarding any FOIA-related matter, please contact the FOIA Requester Service Center (FRSC) at (202) 261-8484, or fax us at (202) 261-8579 or send an e-mail to foiastatus@state.gov<mailto:foiastatus@state.gov>
