This is a request under the Freedom of Information Act. I hereby request the following records:

I request any and all diplomatic cables, communications, telexes, faxes, or (where historically feasible) electronic mails sent by the United States Embassy in Guatemala either for or about the deceased individual William "Biff" Forrest Hamman (Born: 25 July 1945 | Deceased: 09 January 2014 | Please see obituary published by the Blair-Stubbs Funeral Home: http://www.blair-stubbs.com/book-of-memories/1763867/Hamman-William/obituary.php). Please also seek out and include any material, in any format, sent by Hamman to the U.S. Embassy or the U.S. State Department. Please limit these searches to include any and all relevant material and documents created between January 1970 and January 1990.

Please also note that this individual, William Hamman, a Vietnam veteran, received a PhD. from the University of Guatemala; he lived and worked in Guatemala in several capacities during the late 1970s and early 1980s, reportedly: as a missionary, as the owner of a coffee plantation, and as a helicopter pilot, potentially in the service of local government, the U.S. Embassy, or other offices and personnel of the U.S. government.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes. In order to help to determine my status for purposes of determining the applicability of any fees, you should know that I am a representative of the news media, and this request is made as part of news gathering (i.e. again, not for a commercial use).

I am willing to pay fees for this request up to a maximum of $100.00 USD. In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not. I also include a telephone number (917.859.1266) at which I can be contacted during the hours of 9:00 am to 9:00pm, if necessary, to discuss any aspect of my request.
