This is a request under the Freedom of Information Act. I hereby request the following records:

All guidelines, presentations, policy statements, legal opinions, memoranda, briefs, training manuals, emails and any other documents held, received, sent or maintained by the Office of the Director of National Intelligence on, about, mentioning, or concerning the handling of a Tor Browser Bundle vulnerability by the Vulnerability Equities Process (VEP), from January 2010 to the date of this request.

The VEP is a process for the disclosure of computer vulnerabilities. A media report on the VEP can be found here: https://fcw.com/articles/2016/01/20/nsa-zero-day-gunter.aspx

A Tor Browser Bundle vulnerability was used in February 2015 to identify users of a child pornography site on the so-called dark web. A media report on that investigation can be found here: https://motherboard.vice.com/read/the-fbis-unprecedented-hacking-campaign-targeted-over-a-thousand-computers

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
