This is a request under the Freedom of Information Act. I hereby request the following records:

The public financial disclosures for the last 5 years, if extant, for USPS employees Megan Brennan, Jim Cochrane, Cliff Rucker, Brian Denneny, Dennis Nicoski and Ken Bailey.
For your reference, see the following text that governs what types of employees are required to file financial disclosures.
The following individuals serve in positions covered by the disclosure requirements (“covered positions”).
• The President and the Vice President;
• Officers and employees (including special Government employees, as defined in 18 U.S.C. § 202) in positions that (1) are paid under a system other than the General Schedule (e.g., Senior Executive Service) and (2) have a rate of basic pay equal to or greater than 120% of the minimum rate of basic pay for GS-15 of the General Schedule; members of the uniformed services whose pay grade is O-7 or above; and officers or employees in any other positions determined by the Director of the Office of Government Ethics to be of equal classification;
• Administrative law judges;
• Employees in positions which are excepted from the competitive service because of their confidential or policy-making character, unless the position has been excluded from the public financial disclosure requirements by the Director of the Office of Government Ethics;
• The Postmaster General, the Deputy Postmaster General, each Governor of the Board of Governors of the U.S. Postal Service, and officers or employees of the U.S. Postal Service or Postal Regulatory Commission in positions for which the rate of basic pay is equal to or greater than 120% of the minimum rate of basic pay for GS-15 of the General Schedule;
• The Director of the Office of Government Ethics and each designated agency ethics official; and
• Civilian employees in the Executive Office of the President (other than special Government employees) who hold commissions of appointment from the President.
* Note: For purposes of calculating the reporting threshold, the “minimum rate of basic pay” for GS-15 is the base pay, excluding locality pay, for GS-15, step 1.

For records for which you assert confidential treatment, I request that the FOIA office provide me with an estimate regarding the number of pages and date range of the pages at issue. This information will help me assess whether I would like the FOIA office to proceed with confidential treatment processing.

If my request is denied in whole or part, I ask that you justify any denial or withholding by reference to specific FOIA exemptions. If you invoke certain exemptions, those exemptions should be narrowly construed. I also respectfully remind you that the FOIA obligated federal agencies to provide all “reasonably segregable” portions of all documents responsive to my request pursuant to 5 U.S.C. 552(b) et. seq.

If you intend to acknowledge receipt of this request or give us a tracking number for this FOIA, please do so via the same means used to communicate this request to you.

Do not send paper mail or CDs to Muckrock in Massachusetts, even if such an address included in boilerplate below. Any paper mail should be sent should be sent to my Washington, DC address, included below. But again, I strongly prefer that a digital communication is sent instead of, or concurrently with, any paper mail.

As a representative of the news media, there should be no fees related to this request. In the event there are copying fees, please inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically--by e-mail attachment, or if the response is too large, direct download link or mailed CD-ROM.

As I am making this request as a journalist and this information is of timely value, I would appreciate your communicating with me by telephone during normal business hours or by e-mail, rather than by mail, if you have questions regarding this request. As FOIA requires, I look forward to your reply in 20 business days.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

FOIA is about the release of records we have in our possession and provides only for disclosing federal agency records and does not require government agencies to create records or to answer questions. FOIA doesn't let you appeal any investigative decisions or ask us to research aside from searching for responsive records.

The FOIA sheds light on an agency's performance of its statutory duties. The FOIA provides that any person has a right, enforceable in court, to obtain access to federal agency records, unless such records (or portions of them) are protected from public disclosure by one of nine exemptions or by one of three special law enforcement record exclusions.

The U.S. Postal Service comprises the Postal Service, the U.S. Postal Inspection Service (USPIS); the Postal Rate Commission (PRC); and the OIG; each with its own area of responsibility and individual FOIA office.

The Postal Service Records Office establishes procedures to ensure Postal Service records management practices comply with both the FOIA and Privacy Act. The Records Office, along with the St Louis Requester Service Center, is the designated custodian for non-law enforcement Postal Service records; including but not limited to contracting and personnel records. The USPIS is the designated custodian for postal records relating to Postal Service law enforcement issues. The USPIS is a federal law enforcement entity charged with enforcing the Federal statutes involving mail fraud, illegal drugs, external mail theft, and other postal crimes, including revenue deficiencies, and are responsible for safety and security of all postal employees and facilities. Information on the USPIS is available on the Internet at: https://postalinspectors.uspis.gov.

The OIG is an independent agency, created in 1997, with oversight authority over audits and investigations of Postal and Inspection Service fraud, abuse, and misconduct. The OIG's mission is to prevent, detect, and report fraud, theft, and misconduct, and promote efficiency in the operation of the Postal Service.

While the OIG has "oversight authority" for activities of the above referenced entities, the OIG is a separate agency and does not have management authority over the daily operations of either the Postal Service or USPIS. In addition, the OIG FOIA office does not have access to records maintained by the Postal Service or UPSIS and cannot direct either FOIA office to release records under their control. Likewise, the OIG Deputy General Counsel has no authority to review FOIA determinations issued by the Postal Service or USPIS.

As you can see from our response, we referred your request to the U.S. Postal Service, who in turn assigned FOIA number 2017-FPRO-977.

The OIG does not maintain the records you are seeking; therefore, we cannot assist you with this matter.
