This is in response to your Freedom of Information Act (FOIA) request for
any reports from any officers of the United States Navy dated between
January 1, 1918 and January 1, 1920, that refer to any respiratory outbreak
in Europe. You would also like to know how much the total charge for any
reproductions. Your request was received by the Archives 1 Reference Branch
on January 5, 2022, and was assigned a temporary case number 23-15593.

The National Archives and Records Administration (NARA) is the repository
of the permanent, historical, and non-current records of the United States
Government, which includes the records of the U.S. Congress, the U.S.
Supreme Court and federal court system, and Executive Branch agencies. For
the most part, our holdings are primarily arranged by the federal agency or
court that created and maintained the records (record group), and
thereafter by various filing schemes depending on the type of record
(series and subseries). NARA does not have a master name and subject index
that identifies all documents and files pertaining to a specific
individual, organization, topic, or geographic location.

Your request for "any reports from any officers of the United States Navy
01JAN1918 and 01JAN1920 referring to any respiratory outbreak in Europe" is
too broad and does not provide enough specificity for us to identify all of
the potentially relevant records that might exist among our holdings.
Please note that the FOIA does not obligate a federal agency to conduct
in-depth research on behalf of a requester. Moreover, the FOIA does require
a requester to provide enough exact information (names, specific dates,
specific types of records, etc.) to allow a federal agency to conduct a
reasonable search of its records. As a matter of policy, NARA is staffed
to provide information about the records in our legal custody as well as
guidance on how an individual can research our holdings. We simply do not
have the staff to perform substantive research.

That said, we can provide you with some suggestions about record groups and
series that may be relevant to your topic. The Archives 1 Reference Branch
(RR1R) in Washington, DC, has custody of U.S. Navy records from 1775 until
1940. Based on the information you provided, the first we would recommend
is Record Group 52, Records of the Bureau of Medicine and Surgery. Our more
commonly utilized records will be found in the following record series:

- Medical Journals of Shore Stations, 1812–89 (Entry 21)
- Medical Journals of Ships, 1813–1910 (Entry 22).

However, as you will notice these records pre-date your search parameters,
but another series in Record Group 52 might be of interest: Registers of
Patients, 1812–1929 (Entry 51; NAID 2745846
<https://catalog.archives.gov/id/2745846>). It appears that these records
have been partially digitized. You can use the blue "Search within this
Series" button to conduct a search.

Our other suggestion is Record Group 80, General Records of the Department
of the Navy. The General Correspondence, also known as the General File, of
the Office of the Secretary is one of the most commonly used resources
in Record
Group 80. The correspondence is divided into three separate time periods.
There are indexes for each time period, although there is some overlap.
Researchers may need to check more than one index. Listed below are the
series that fall within our indicated time frame:

- Arranged numerically by subject.

- This series contains abstracts of correspondence and provides the
date, writer or addressee, and substance of the letter.

- Arranged in six parts:
- Bureaus and offices of the Navy Department, arranged in general
alphabetical order and thereunder alphabetically by unit

- Fleets, squadrons, patrols, and stations, in one alphabetical
group by squadron
- Officers’ records, arranged alphabetically by officers’ names
under (a) line officers and (b) staff officers
- Ships, arranged (a) alphabetically for motor boats, yachts, and
other vessels taken over for Government use, October
1917–April 1920; (b)
by type and number for submarines; and (c) alphabetically by
name for other
vessels
- Yards and stations, arranged alphabetically.

Finally, there is also Record Group 38, Records of the Office of the Chief
of Naval Operations, since it contains information relating to foreign
correspondence. The most utilized series among these records is our
"Attache Records" found in record series: Naval Attache Reports, 1882–1945.
The finding aid to this series has been digitized and can be found on the
National Archives Catalog at: catalog.archives.gov/id/1104923.

As you can see, there are numerous series where records pertinent to your
topic may potentially be found. However, because of the scope of your
request, a page-by-page examination of tens of thousands of files would be
required. And as we noted earlier, the FOIA does not obligate an agency to
conduct intensive research for a requester. While we cannot perform this
in-depth research on your behalf, we would be happy to make our finding
aids and the records available to you in our research room. These records
are open and available to the public and do not require a FOIA request to
access them.

You are welcome to visit the National Archives in Washington, DC, to view
the above-referenced series. If you would like to visit our facility, our
research room is open *by appointment only*, Monday–Friday, 9:00 a.m.–5:00
p.m. We are now using Eventbrite to schedule research appointments.
Researchers should book new appointments on Eventbrite for their desired
dates. To schedule an appointment:

- Navigate to Upcoming Events and click on desired date
