This is a request under the Freedom of Information Act. I hereby request the following records:

I would like to receive a copy of the "business plan" portion of an I-526 petition or "exemplar approval" for construction project(s) going by the name 'Kushner One', 'Kushner1', 'One Journal Square' or similar names. Based upon information and belief, these projects are sponsored under the U.S. Immigration Fund ("USIF") EB-5 regional center based in New York or New Jersey (New Jersey U.S. Immigration Fund - NJ, LLC ID1236250925 New York U.S. Immigration Fund - NY ID1214350657). Furthermore, new articles and interviews will industry players, including immigrant investors, reports, and regional center associates have indicated that at a minimum this project has submitted a business plan either for "exemplar approval" or for the adjudication of an individuals I-526 petition.

In the past, requests for business plan portions of projects have been approved for release by the USCIS with a number of redaction. I would like to be treated in the same way, there is substantial precedent requiring that the USCIS must release the requested information and only redact certain sensitive information from the business plan. Should you need any more information or if this request is too broad, please let me know and I will be happy to provide more information. Please do not close my request without consulting me first, I am happy to modify my request if it can not be processed as is.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
