This is a request under the Freedom of Information Act. I hereby request the following records:

- All agency records, including internal and external memoranda and emails, between Jan. 1, 2005 and Jan. 1, 2008 pertaining to "Operation Powwow", a U.S. Fish & Wildlife investigation into violations of the and Bald and Golden Eagle Protect Act and Migratory Bird Treaty Act by Native American tribes not recognized by the federal government.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

service. As such we have 3 different email addresses to communicate with
you regarding your FOIA requests. If you can provide us with one single
email address and/or your direct contact information that would be greatly
appreciated.

Request 3 (Tracking Number FWS-2016-00937):

You are seeking all agency records between 1 Jan 2005 and 1 Jan 2008
relating to Operation Powwow.

It is expected that we will have to retrieve records from multiple
locations and therefore we will take a 10 day extension to complete your
request. Additionally, in an effort to speed up our search do you know
whether or not this matter was specific to a specific Region (say for
example the Mountain-Prairie Region or the Southwest Region). Off the top
of my head this might be something that was headed up by one of the two
regions I identified. Also, in an effort to streamline your FOIA request
would you be willing to accept closed investigations (Reports of
Investigations and Associated attachments) relating to your FOIA request.
I am not sure how many investigations are associated with your FOIA request
but depending on the size and volume of information it could take us a very
long time to complete considering we have a small staff. Additionally, if
fees become an issue I will advise you immediately. I can assure you we
will do everything we can to complete your request as quickly as possible.

Since it is likely that we will have to mail out responsive records to you
via Compact disc, we request that you provide us a good mailing address to
send the final documents.

We will classified you as an “All Other User” because we do not see any
additional information that would change our position.
