The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

This is in response to your Freedom of Information Act (FOIA) request dated August 4, 2016, for information concerning a hotline complaint involving the Agricultural Research Service (ARS), U.S. Department of Agriculture (USDA). Your request was received in this office on August 5 and assigned FOIA No. 2016-REE-05125-F.
Specifically, your request is for the following records:
"Reports, documents, and electronic informations by USDA, ARS, PALS that was distubed to USDA,ARS, OIG and/ or Alabama congressman including specific dates, and allegations of PS-0201-0351 Hotline Complainant, Phillip H. Klesius from Lisa Baldus, Associate Deputy Adminstrator, Administrative and Finanical Mangement, AR."
On September 9, this office sent you an email in which we noted privacy concerns with your request and requested clarification from you concerning the part of your request referencing the Alabama congressman. In your email dated September 26, you instructed this office to respond using the MuckRock email address from which your request was filed. In addition, you stated that your request was clear and, therefore, you did not clarify your request.
A search of our files was conducted for information concerning the part of your request for documents distributed to an Alabama Congressman concerning Hotline Complaint PS-0201-0351 from Lisa Baldus, Associate Deputy Administrator, Administrative and Financial Management. We did not locate documents responsive to your request. If you are not satisfied with the response to this request, you may administratively appeal our determination by writing to Administrator, ARS, USDA, Room 302-A, Jamie L. Whitten Federal Building, 14th & Independence Avenue, SW, Washington, DC 20250. Your appeal must be postmarked within 90 days of the date of the response to your request. The phrase “FOIA Appeal” should be placed in capital letters on the front of the envelope containing the appeal.
As stated in our September 9 email, the Office of the Inspector General (OIG) is responsible for processing FOIA requests for documents involved in Hotline Complaints; therefore, your request for information distributed to OIG was forwarded to the OIG FOIA Office
