This is a request under the Freedom of Information Act. I with this document request the following records:

1.) Any and all documents related to budgets, especially expenditures for operations in the Bolivarian Republic of Venezuela (from 2011 to present).

2.) A list of all partner organizations in the Bolivarian Republic of Venezuela (from 2011 to present).

3.) A list of all contracts or agreements with organizations in the Bolivarian Republic of Venezuela including, but not limited to Freedom House, The International Republican Institute, The National Democratic Institute, and The Pan-American Development Foundation.

4.) Any and all documents, memorandums and cables sent by U.S. citizens employed by the Agency for International Development (USAID) in or assigned to the Bolivarian Republic of Venezuela and sent to senior members of the USAID including bureau chiefs, department heads and senior administrators via the so called "Direct Channel" created by USAID in 2011, or also known as a "Dissent Channel" as codified by the US Department of State Foreign Affairs Manual, since February 1, 1971 until present. (from 2009 to present)

In the event that the contents of any of the requested documents are classified under Executive Order 13526, I also make the following additional requests:

- Pursuant to section 1.2 of Executive Order 13526, I am requesting the level of classification of this information and its existence/nonexistence.
- Pursuant to section 1.3 of Executive Order 13526, I am requesting the specific authority which classified this information.
- Pursuant to section 1.4 of Executive Order 13526, I am requesting the specific classification categories of this information, as well as an identification or description of the damage to national security which the disclosure of this information would produce.
- Pursuant to section 1.5 of Executive Order 13526, I am requesting the specific duration of time for which this classification will stand.
- Pursuant to section 1.6 of Executive Order 13526, I am requesting all classification markings about this information, including (1) one of the three classification levels defined in section 1.2 of Executive Order 13526, (2) the identity, by name and position, or by personal identifier, of the original classification authority, (3) the agency and office of origin, if not otherwise evident, (4) declassification instructions, and (5) a concise reason for classification that, at a minimum, cites the applicable classification categories in section 1.4 of Executive Order 13526.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

If there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

In regards to item 4 of your request about USAID's communications through the dissent/direct channel, I need more information from you in order to move forward with locating this responsive material. The
Agency's dissent/direct channel is not limited to just U.S. Citizens. In order to move forward with locating responsive emails in response to item 4 of your request, please provide more details (e.g. the names of emailers). Please respond no later than July 7, 2018 with these details. If we do not hear from you by July 7, 2018, then we will exclude part 4 of your request, and move forward with processing the remainder of your request covered in items 1-3 of your FOIA.
