This is a request under the Freedom of Information Act. I hereby request the following records:

A list of all democracy programs, their dollar amount, program description, and recipients (both individuals and organizations) funded by USAID in Indonesia from 1999-2011.

Democracy programs may have been classified under the term 'democracy and governance' and may have been administered through USAID's Center for Democracy and Governance or the new Center for Excellence on Democracy, Human Rights and Governance (bureau and center names have changed over time)

I am also interested in email correspondence between the Center for Democracy and Governance in Washington and USAID's Mission in Indonesia that directly references democracy programs in the country. Should you require additional information or clarification, please do not hesitate to contact me at the number or email listed below.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

Additionally, I am a professor at Texas A&M University, a public research university and would request fees be waived as the information would be used for academic research to be disseminated publicaly.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Ms. Snider:

This is in furtherance of your January 10, 2014 Freedom of Information Act
request to the United States Agency of International Development (USAID).
Specifically, you requested:

1. a list of all democracy programs, to include the dollar amount,
program description, and recipients (both individuals and organizations)
funded by USAID in Indonesia from 1999-2011; and
2. email correspondence between the Center for Democracy and Governance
in Washington and USAID's Mission in Indonesia that directly references
democracy programs in the country.

By email on March 12, 2014, Kim Frazier of this office advised you that
USAID required additional information to assist with part two of your
request regarding the email communications. Ms. Frazier also provided the
fee category.

Unfortunately, USAID is unable search for part two of your request. In Ms.
Frazier's email she omitted that - in addition to providing the names of
individuals external to USAID - we would also need the email addresses of
those individuals external to USAID and key words to conduct a reasonable
search. We apologize for any misunderstanding.

Finally, regarding the fee category, thank you for offering to submit
justification from your department at Texas A&M. To be eligible for
"favored" fee status as an "Educational" requester, the letter from Texas
A&M must show that the request is authorized by *and* under the auspices of
the school *and* that the records are not sought for a commercial use, but
are sought in furtherance of scholarly research. The letter must address
whether your published book will be for profit. Until we receive official
communication on Texas A&M letterhead, your request will be processed in
the "all others" fee category. In this category the first two hours of
search are free; three hours or more will be charged at $32.16 per hour.

In the meantime, your request has been assigned to Jermaine Cathcart. You
