This is a request under the provisions of the Privacy Act and the Freedom of Information Act. Please process this request under both regulations to release the maximum amount of materials. I hereby request the following records:

I request copies of any and all reports, including social media reports, correspondence, documents, emails, files, letters, memos, tapes, cds, audio, video, electronic, and/or other records about, related to, or referencing Micaela Ward, during the time period from November 2010 to the present. I prefer to receive the requested record in the electronic format in which it was created and/or is maintained.

I, Micaela Ward, am a civil liberties activist, citizen journalist and founding member of RevolutionTruth, formerly known as "3WC World Wide Wiki Citizens," (www.revolutiontruth.org, https://www.facebook.com/revolutiontruth, https://www.facebook.com/groups/revolutiontruthcomm/, https://twitter.com/RevTruth). The all-volunteer organization initially formed in support of WikiLeaks, Julian Assange, Bradley Manning and whistleblowers in general. Through this volunteer work, I have had contact with staff of the Bradley Manning Support Network, (www.bradleymanning.org) and other supporters, including John Penley, activist, formerly of NYC, and Barrett Brown, self-proclaimed spokesperson for "Anonymous," now incarcerated in Texas. I have participated in several demonstrations in NYC with supporters of Bradley Manning, the ANSWER Coalition and the anti-war movement, Occupy Wall Street and StopNDAA, as well as demonstrations at Quantico Marine Base and Lafayette Park, across from the White House, Washington, DC. I participated in a demonstration in support of Bradley Manning at Ft. Meade Army Base and attended a portion of his pre-trial hearing from the remote viewing theater. To gain entry to the base I received a printed identification pass at the Visitor's Center numbered #8032285.

I have assisted in producing videoarchived live panel discussions on the subjects of WikiLeaks and cyber whistleblowing, the Occupy Movement and the Black Bloc, and on the 2012 National Defense Authorization Act. Panelists have included former WikiLeaks staff members and military whistleblowers. The organization was in the process of producing a panel series on the Arab Spring and global revolution when the series had to be shelved due to a chilling effect on free speech in the USA under a provision in the 2012 NDAA. Confirmed panelists in the Global Spring series included activists and revolutionaries in the Middle East, including Tunisians and Egyptians, and self-proclaimed members of Anonymous who had assisted in keeping Egyptians online during the fall of the Mubarak regime.

I am assistant to Jennifer "Tangerine" Bolen, a plaintiff in and the coordinator of the NDAA lawsuit, Hedges et al v Obama et al, against the indefinite detention provisions in Sec 1021 of the 2012 National Defense Authorization Act, (www.stopndaa.org, https://www.facebook.com/NDAALawsuit, https://twitter.com/stopNDAAnow).

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires, however I request expedited processing of my request within ten business days, if possible, due to the above mentioned lawsuit having been ordered to be expedited through the US Second Circuit Court of Appeals.

I have been conducting a thorough review of our records and expect to be able to provide a final response by the end of the week. I have located 6531 instances of the "Ward" last name within our Centralized Operations Police Suite (COPS) application, records management system and various office files. However, I have not located any relevant information on "Micaela Ward" or "Micaela L. Ward" as of this time.

I forgot to mention in my last email that when you request access to records concerning yourself (under the provisions of the Privacy Act) you must verify your identity. You must sign your request and your signature must either be notarized or submitted by you under 28 U.S.C. 1746, a law that permits statements to be made under penalty of perjury as a substitute for notarization. While no specific form is required, you may obtain a Certification of Identity form for this purpose. You may also use DOJ Form 361 (which I have attached to this email). The following information is required:

* Your full name;
* An acknowledgement that you understand the criminal penalty under the Privacy Act for requesting or obtaining access to records under false pretenses (5 U.S.C. 552a(I)(3)); and
* A declaration that your statement is true and correct under penalty of perjury (18 U.S.C. 1001)
