This is a request under the Freedom of Information Act. I hereby request the following records:

Any and all correspondence, written or electronic, specifically regarding the National Security Agency facility at Camp Williams between the Army Corps of Engineers, and employees, executives, or representatives thereof, and the following organizations/individuals:

1.) The Public Works Department of the city of Bluffdale Utah, and any employees, executives, or representatives thereof
2.) The Utilities Department of the city of Bluffdale, Utah, and any employees, executives, or representatives thereof
3.) The Salt Lake Conservation District, and any employees, executives, or representatives thereof
4.) The Utah Division of Water Rights, and any employees, executives, or representatives thereof
5.) The Utah Division of Water Resources, and any employees, executives, or representatives thereof.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Mr. Green:

By email dated February 12, 2015, this office confirmed receipt of your Freedom of Information Act (FOIA) request. At that time a search of agency records was initiated in all offices for responsive materials.

Due to the extensive search in locating documents, as of February 13, 2015 we will have been unable to process your request within the 20 working day statutory time required by 5 U.S.C. § 552(a)(6)(A)(i)) for informing you of our decision to grant or deny access to the requested documents. I am hereby informing you that an extension of an additional 10 working days is required for completion of your request. Such an extension is allowed by the FOIA in “unusual circumstances”. The FOIA defines “unusual circumstances” as: (1) the need to search for and collect records from separate offices; (2) the need to examine a voluminous amount of records required by the request; and (3) the need to consult with another agency or agency component. (See, 5 U.S.C. 552(a)(6)(B)(iii)). I have determined that processing of certain elements of your request meet the criteria allowed for such an extension.

You can rest assured that releasable materials will be made available at the earliest possible date and you can expect a further response to be sent out from this office by March 27, 2015.
