Pursuant to the Freedom of Information Act, I hereby request the following records:

According to the Treasury Department, CFIUS gathers on a weekly basis to discuss pending transactions. Please provide all records related to each meeting discussing Uranium One/Rosatom to include all transcripts, memoranda, and other communications regarding the transaction.

Please provide all records relating to the criminal and intelligence investigation into senior managers of Tenex, Tenam, and Rosatom prior to CFIUS approval of the Uranium One transaction in October 2010.

Please provide a copy of all records related to the presentation provided by Uranium One/Rosatom to CFIUS staffers prior to filing a formal notice on August 4, 2010.

Please provide a copy of your agency’s official confirmation to Treasury that the transaction did not raise any unresolved national security concerns.

Please provide all records relating to your agency’s determination that the Uranium One/Rosatom transaction did not raise any unresolved national security concerns.

Please provide all records relating to communications with respect to Secretary Clinton and donations to the Clinton Foundation by parties interested in the Uranium One/Rosatom transaction.

Please provide all records referencing Uranium One, Atomredmetzoloto (ARMZ), Rosatom, Tenex, Tenam, Ian Telfer, Vadim Mikerin, Rennaisance Capital, Igor Sagiryan, Prevezon Holdings, Canada, European Union, Mark Lambert, Transport Logistics International Inc. (TLI), between 2004 and 2018 referring to the Uranium One Deal.

All documents, including communications, relating to interactions between the NRC and the DOE with regard to the 2010 transfer of control of Uranium One to ARMZ and the 2013 purchase of the remaining interests in Uranium One.

All documents, including communications, relating to each export and subsequent transfer of natural uranium produced in the U.S. by Uranium One following the transfer of control of the company to ARMZ in 2010.

All documents, including communications relating to your agency’s determinations that the sale of Uranium One, exports of its uranium, and subsequent transfers between foreign countries did not raise any unresolved national security concerns.

All documents, including communications, relating to your agency’s recommendation to President Obama to resubmit the U.S.-Russia 123 agreement for peaceful nuclear cooperation to Congress for review.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good afternoon Andrew Klum,
We have now received the cost estimate for the search timeand duplication costs associated with the processing of your FOIA request,dated January 2, 2024. The program offices involved have estimated that a totalof 24 hours and 15 minutes of search time will be necessary to complete yourrequest.
Because you are a “non-excepted” requester, you areresponsible for search time in excess of two hours and duplication costs above100 pages. Since you have expressed a preference for electronic delivery,including any release records, there is no charge for duplication. As such, asreflected in the attached Form 509, Statement of Estimated Fees, your finalcost is estimated to be 22 hours x 88.29 per hour = $1,942.38, which accountsfor the professional level search time at the GS14, Step 7 level, and 15 minutesx 1.76 per min = $26.40, which accounts for the SES/Commission rate, totaling$1,968.78 and as explained to you in the “Explanation of Fees” page attachmentto the January 2,  2024 acknowledgment letter we sent you, and as requiredpursuant to 10 C.F.R. 9.37.
Pursuant to 10 C.F.R. 9.40(e), we will not continueprocessing your request until we receive a response from you of yourwillingness to pay up to the above-referenced fee estimate.  Additionally,because the estimated fee exceeds $250, the NRC will not process your requestwithout advance payment of the estimated fee.  We have attached a Form629, Authorization for Payment by Credit Card, should you choose to remit theestimated fee by credit card. Alternatively, you may remit payment at www.pay.gov.
