Any memorandum or other guidance issued by the DHS Office of General Counsel to USCIS Office of Chief Counsel relating to Matter of Richmond, 26 I&N Dec. 779 (BIA 2016), AND/OR Matter of Zhang, 27 I&N Dec. 569 (BIA 2019). Please include "Matter of Richmond" and "Matter of Zhang" as search terms, among whatever other terms you find appropriate to discover all responsive records.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
