From: Jason Koebler

Hi Mark,

I am appealing your fee waiver denial. Motherboard is VICE Media's science and tech news site, with more than 8 million monthly readers (www.motherboard.vice.com). We write regularly about drones, drone regulations, wildlife, and national parks; my request intersects each of those coverage areas:

http://motherboard.vice.com/read/drones-would-revolutionize-whale-watching-if-they-werent-illegal
http://motherboard.vice.com/read/wildlife-drones-may-stress-animals-out-study-says
http://motherboard.vice.com/blog/ecologists-are-using-drones-to-track-endangered-wildlife
http://motherboard.vice.com/tag/drone+regulations

I have also written and edited many stories using FOIA requests:
http://motherboard.vice.com/tag/foia
http://motherboard.vice.com/read/feds-confiscated-a-hobbyists-drone-footage-to-keep-it-off-the-internet

There has been much interest in hobbyist and commercial drone use around the United States (and its intersection with wildlife). These records will help our readers understand how widespread the problem has been thus far.

Best,
Jason
