2020-000060
It is public knowledge that in the preparation of incitements, frequently the USAO Offices sometimes draft incitements that will reside in the Criminal Division and never reach a docket. I was seeking any draft incitements that were prepared in relation to sections of Title 18, Chapter 115 , 2381 through 2385. This would be a management issue and a attorney ethics and fitness to litigate issue, as drafts go to a state of mind etc. As well, Brady Evidence, and public perception, sensitive matters etc.
Also based on the sections of Title 18 specified these types of matters would be generally handled by the National Security Attorneys or First Assistants etc.
Documents might reside in some of the paralegal or secretary offices for various attorneys with the security clearance to engage in these areas of Title 18.
Please advise if you require further clarification.
