To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

The EOIR has a program in place for referring suspected human traffickers and human trafficking victims, but most of the records related to this program have not been made public. For example, the EOIR has released a protocol called "Identification and Referral of Potential Trafficking Victims or Traffickers before the Executive Office for Immigration Review" in response to a prior FOIA request, but a number of pages of that document were missing. To gain a better understanding of the agency's program, I am requesting the following records:

1. The complete current version of "Identification and Referral of Potential Trafficking Victims or Traffickers before the Executive Office for Immigration Review," including all appendices.
2. The 2012 version of "Identification and Referral of Potential Trafficking Victims or Traffickers before the Executive Office for Immigration Review," including all appendices.
3. The records reflecting the referrals IJs have made under this program since 1/1/17.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Matthew Hoppock
