From: gsa.foia@gsa.gov

Good Morning Mr.  Donald Triplett:
This is in reference to your GSA Freedom of Information Act Request(s): GSA-2015-000251 and GSA-2015-000252 , in which you requested:  "A list of all requests or applications for ".gov" or dot-gov domain names that were rejected within the last ten years preceding the date this request is processed, including the names of the organizations, the rejected domain names, and any reasons for rejection. If a list is not available, please provide copies of all rejected applications and any notices of rejection".
We have been advised that the above mentioned FOIA requests are "Duplicate Request(s)".  Therefore, we are advising you that FOIA request GSA-2015-000252 will be cancelled.  We are currently responding to FOIA request GSA-2015-000251 and will make that information available to you upon completion.
Please feel free to contact this office at our Toll Free Number 1-855-675-FOIA or by email at gsa.foia@gsa.gov (mailto:gsa.foia@gsa.gov) to inquire about the status of your request.

  • GSA-2015-000251 and GSA-2015-000252 - Duplicate FOIA Request(s)

From: Donald Triplett III

To Whom It May Concern:

I request that GSA-2015-000252 be immediately reopened as it was inappropriately closed as a duplicate request. GSA-2015-000251 is a request for dot-gov domain names that were terminated, while GSA-2015-000252 is a request for dot-gov domain name applications that were submitted and rejected.

Specifically, 251 was a request for:
"A list of all ".gov" or dot-gov domain names that have been terminated (including the reasons for termination) within the last ten years preceding the date this request is processed. If a list is not available, please provide copies of any/all notices of termination."

The request for rejection notices, 252, reads as follows:
"A list of all requests or applications for ".gov" or dot-gov domain names that were rejected within the last ten years preceding the date this request is processed, including the names of the organizations, the rejected domain names, and any reasons for rejection. If a list is not available, please provide copies of all rejected applications and any notices of rejection."

On the dotgov.gov website, under policy (https://www.dotgov.gov/portal/web/dotgov/policy), Sec. 102-173.95 makes clear that organizations who operate websites in violation of GSA's conditions will have their domain name terminated. On the other hand, Sec. 102-173.80 makes clear that, "If you are ineligible, or if the information provided is incorrect or incomplete, your registration will be REJECTED and a notice will be sent to you stating the reason for rejection." (Emphasis mine.)

I would respectfully request that GSA-2015-000252 be immediately reopened and processed.

Sincerely,
Donald Triplett

  • GSA-2015-000251 Mr. Donald Triplett III, Final Response Letter

  • GSA-2015-000251 Enclosure DotGov_Rejected Domains_2004 to 2014

From: Donald Triplett III

To Whom It May Concern:

Thank you for your initial response for documents responsive to my request for rejected domain names.

As per your previous email, an improperly closed request for a list of domain names that have been terminated, rather than rejected, should have been provided with this response. However, none such list was provided.

For your convenience, the improperly closed request was for as follows:
"A list of all ".gov" or dot-gov domain names that have been terminated (including the reasons for termination) within the last ten years preceding the date this request is processed. If a list is not available, please provide copies of any/all notices of termination."

Please provide me with documents responsive to the above request as soon as possible.

Sincerely,
Donald Triplett, III

From: Donald Triplett III

To Whom It May Concern:

Thank you for your reply. In the future, please direct all correspondence regarding these requests to this email address.

In addition to the final response letter, I only received one document in response to one of my requests, which was a list of domain names that were rejected. I did not receive a list of domain names which have been terminated.

Sincerely,
Donald Triplett, III
