This is a request for a Mandatory Declassification Review ("MDR") under Executive Order 13526. I hereby request the following records:

1) All electronic mail ("e-mail") messages, including any document attachments (i.e., Word, Excel, PowerPoint, PDF, etc.), sent between the United States Department of the Treasury ("Treasury") and the Central Intelligence Agency ("CIA") in preparation for then Under Secretary for Terrorism and Financial Intelligence Stuart Levey's ("Levey") testimony before the House Foreign Affairs Committee on December 1, 2010. 2) All e-mail messages, including any document attachments (i.e., Word, Excel, PowerPoint, PDF, etc.), sent between Treasury and the National Security Agency ("NSA") in preparation for Levey's testimony on December 1, 2010.

3) All e-mail messages, including any document attachments (i.e., Word, Excel, PowerPoint, PDF, etc.), sent between Treasury and the Defense Intelligence Agency ("DIA") in preparation for Levey's testimony on December 1, 2010.

4) All e-mail messages, including any document attachments (i.e., Word, Excel, PowerPoint, PDF, etc.), sent between Treasury and the Federal Bureau of Investigation ("FBI") in preparation for Levey's testimony on December 1, 2010.

5) All e-mail messages, including any document attachments (i.e., Word, Excel, PowerPoint, PDF, etc.), sent between Treasury and the National Geospatial-Intelligence Agency ("NGA") in preparation for Levey's testimony on December 1, 2010.

6) All e-mail messages, including any document attachments (i.e., Word, Excel, PowerPoint, PDF, etc.), sent between Treasury and the United States Central Command ("USCENTCOM") in preparation for Levey's testimony on December 1, 2010.

7) All e-mail messages, including any document attachments (i.e., Word, Excel, PowerPoint, PDF, etc.), sent between Treasury and the United States European Command ("USEUCOM") in preparation for Levey's testimony on December 1, 2010.

8) All e-mail messages, including any document attachments (i.e., Word, Excel, PowerPoint, PDF, etc.), sent between Treasury and the Office of the Director of National Intelligence ("ONDI") in preparation for Levey's testimony on December 1, 2010.

9) The reports, and supporting documentation, from Treasury's Terrorist Finance Tracking Program ("TFTP") regarding the designation of Iran's Post Bank pursuant to the Iranian Transactions Regulations ("ITR").

10) The reports, and supporting documentation, from the TFTP regarding the designation of Iranian-owned Europaisch-Iranische Handelsbank ("EIH") pursuant to the ITR.

11) The reports, and supporting documentation, from Treasury's Office of Intelligence and Analysis ("OIA") regarding the activities of the Iranian Revolutionary Guard Corps ("IRGC"), as mentioned in Levey's testimony on December 1, 2010 (i.e., "The IRGC itself is, of course, a key target of U.S. and international sanctions, which means that Iranian government reliance on the IRGC will only deepen Iran's isolation.").

12) The reports, and supporting documentation, from OIA regarding the impact of United Nations Security Council Resolution 1929 ("UNSCR 1929") on Iran, as mentioned in Levey's testimony on December 1, 2010 (i.e., "It would be difficult to overstate the importance of UNSCR 1929 to our strategy. It has been essential to broadening our international coalition and is the foundation upon which robust sanctions implementation internationally has been based.").

13) The reports, and supporting documentation, from OIA regarding the impact of the Comprehensive Iran Sanctions, Accountability and Divestment Act of 2010 ("CISADA") on Iran, as mentioned in Levey's testimony on December 1, 2010 (i.e., "CISADA complements UNSCR 1929 and previously existing sanctions authorities by, inter alia, dramatically strengthening U.S. financial sanctions on Iran, restricting U.S. government contracts for companies that engage in sanctionable business with Iran, strengthening U.S. sanctions with respect to Iran's energy industry, and providing for sanctions on those responsible for, or complicit in, serious human rights abuses in Iran.").

14) The reports, and supporting documentation, from OIA regarding Iran's evasions of U.S. sanctions, as mentioned in Levey's testimony on December 1, 2010 (i.e., "The examples of Iran's deception are numerous. Iranian banks and companies have concealed their involvement in transactions by removing or stripping their names from transaction documents. Non-sanctioned Iranian banks have stepped into the shoes of sanctioned banks to disguise the role of sanctioned banks in transactions.").

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
