To be clear, I am asking for all e-mail messages dated January 20, 2017 to the present between Stephen Miller, senior advisor for policy for President Donald Trump and current or former DHS employee Gene P. Hamilton.

That would include e-mail messages Stephen Miller sent where Gene P. Hamilton is listed as a recipient (in the "to," "cc," or "bcc" fields) and would also include e-mail messages Gene P. Hamilton has sent where Stephen Miller is listed as a recipient (in the "to," "cc," or "bcc" fields).

From: Department of Homeland Security

Good Morning Mr. Hoppock,

Our Office of the Chief Information Officer (OCIO) can conduct the email search has you described. However, in our experience, such a search runs the risk of producing a very large set of records that will take months to process, even if we release records on an ongoing basis. By including specific search terms in your request, that can assist in narrowing down the search results and help us to ensure you get responsive records. We would be happy to work with you on the search terms that will get you the most responsive records you are looking for. Please let us know if there is anything you need from us. Thank you.

This is regarding FOIA Request Number 2018-HQFO-01099.

I have received your message today saying you need the request to be narrowed down by subject area before a search can be performed. With all due respect, you asked the same thing in September, 2018, and I responded that I was asking for all emails between Gene Hamilton and Stephen Miller between January 20, 2017 and June 18, 2018. I wrote that I "don't wish to narrow the search any further" because I am seeking "all of the described e-mail messages between the two noted individuals."

After that clarification you wrote to me in October, November, and December, 2018, and in each message you said the search for records was completed and that the responsive records were only awaiting review by an officer.

I understand from today's message that a search has *not* been reformed and that you are again asking for search terms to narrow down the search. Respectfully, as I said in September, 2018, I am asking for all email messages between the two individuals (Gene Hamilton and Stephen Miller) within that date range, and I do not wish to limit the request by search terms or subject matter.

Thank you.

Matthew Hoppock
