This letter constitutes an administrative appeal under the Freedom of Information Act, 5. U.S.C. Sec. 552(a)(6).

I am writing to appeal the determination by the U.S. Office of Management and Budget with regard to my FOIA request filed on
07/26/2017, OMB FOIA number 2017-344, for "A copy of the State Department's high-level draft of its Agency Reform Plan submitted to OMB per M-17-22." . By letter of 09/29/2017, OMB withheld two of two documents in full under exemption b(5) of FOIA.

FOIA mandates that an agency must release any portions of a record that are not exempt. In denying the request in full, OMB has not made a good faith effort to segregate the purely factual portions of these pre-decisional documents from those portions redactable under b(5).

Thank you for your time, and I look forward to receiving your decision on this appeal within the 20-day statutory time limit.
