The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Mx. Sibley–
Thank you for your prompt response!
1) 14 CFR 1206.300(a) says nothing about a "home address." It does require a "name and mailing address" which I have provided. The provided address is a valid USPS mailing address, and all correspondence sent to it will reach me. Please provide the legal basis for your assertion that "the MuckRock address you are currently using is not sufficient."
2) I'm willing to narrow the request significantly if you could provide suggestions on the best way to do so. All I'm looking for to start is a sample of source code that ran on the Space Shuttle's general purpose computer. You may remove the word "all" from my request.
Sincerely,
Jonathan Rudenberg

To Whom It May Concern:
This is an appeal under the Freedom of Information Act. My request 15-HQ-F-00929 as amended was for "a sample of source code that ran on the Space Shuttle's general purpose computer."
On 27 August 2015 the request was administratively closed claiming that it "failed to provide sufficient details or information to allow the FOIA office to ascertain exactly which records you are requesting."
I am appealing because I believe that my request "describe[d] the records sought in sufficient detail to enable Agency personnel who are familiar with the subject area of the request to identify and locate the record with a reasonable amount of effort" as required by 14 CFR § 1206.301(b).
I believe that personnel familiar with the Space Shuttle general purpose computer would be able to locate the records with a reasonable amount of effort and I request that you remand my request back to the FOIA office for a good faith search for responsive records.
Sincerely,
Jonathan Rudenberg

Mr. Rudenberg,
Please be advised that our regulations require ‘his/her name and mailing address, description . . . .’ Meaning, the mailing address must be yours, not the address for Muckrock news. We cannot invoice Muckrock news for a personal request. If you would like to resubmit a new request and provide your mailing address, as well as any other information the HQ FOIA Office requested, you may do so.
