All original footage, full clips, unedited video, raw video, drafts, unfinished versions, source video, source audio, source media, 'B roll', and out-takes of, pertaining to, part of, or relating to the interview between Adm. Dr. Brett Giroir and Shulem Lemmer recorded between August 26, 2020 and October 1, 2020, for HHS ASPA's "Covid-19 immediate surge public advertising and awareness campaign" awarded to Atlas Research.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

Hello Mr. Neiss,
I am reaching out to you regarding your FOIA request. After inquiring it seems like the contract that we had with Atlas was actually terminated in 2020. However we can conduct a search in OCIO and see if there are any records still in the system. In order to do that however I would need to obtain key words related to your search to complete the OCIO form.
Please let me know what keywords you would like to use to conduct the search.
So far I have these people as the ones to search records from :
Dr. Brett Giroir - OASH
Mark Weber - ASPA
Michael Pratt - ASPA
Michael Wilker- ASPA
And the date range as August 26, 2020 and October 1, 2020
Now I just need to confirm the keywords so that OCIO can conduct the search accordingly.

I'm very confused by this. Previous correspondence suggested that you merely needed keywords to search in OCIO. Those keywords were sent over and include searching the records of:
Dr. Brett Giroir - OASH
Mark Weber - ASPA
Michael Pratt - ASPA
Michael Wilker- ASPA
along with keywords Shulem Learner or Orthodox from the period August 26, 2020 and October 1, 2020.
More specifically with regards to your specific formal request for clarification, I believe my request fulfills the obligations required under HHS's FOIA Regulations specifically:
(1) The agencies, offices, or individuals involved :: I have already identified HHS ASPA, and Adm. Dr. Brett Giroir
(2) The approximate date(s) when the records were created :: I have already indicated August 26, 2020 and October 1, 2020.
(3) The subject, title, or description of the records sought; :: As previously indicated, I would like any video footage the department has from the interview between Adm. Dr. Brett Giroir and Shulem Lemmer which were created as part of HHS ASPA's "Covid-19 immediate surge public advertising and awareness campaign" which was widely reported in the press at the time.
(4) Author, recipient, case number, file designation, or other reference number, if available.” :: As previously indicated, these records were initially created by Atlas Research for the department. The contract PIID is either: 75F40120C00118 or 75F40120C00162
