Any records on former Kuwaiti Ambassador to the United States Saud Nasser Al-Saud Al-Sabah, whose 2012 death was widely reported (e.g. http://www.aljazeera.com/news/middleeast/2012/01/201212289294837.html).

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. Mr. Caesar,

Your request for a fee waiver will be taken into consideration for approval; however, in accordance with DoD FOIA guidelines, all requesters are required to provide a fee amount they are willing to pay to process their FOIA request. We have placed you in the media category, which means you are obligated to pay duplication costs ($.15 per page) after the first 100 pages. We will contact you if processing fees exceed the stated amount you are willing to pay.

Additionally, request you state the type of records you are seeking, i.e., records related to his death, or other specific records; also, please state a time period associated with the requested records. USCENTCOM will continue processing your request upon your reply.

Thank you,
USCENTCOM FOIA Team

To Whom It May Concern:

Thank you for your reply. I would be willing to agree to pay up to $25, should costs reach that amount. I only ask that if you believe the costs will exceed $25, to let me know in writing before proceeding with the fulfillment of my request.

As for the scope of my request, I am particularly interested in any documents involving Saud Nasser Al-Saud Al-Sabah's work with "Citizens for a Free Kuwait," and related testimony before the then "Congressional Human Rights Caucus" (now known as the "Tom Lantos Human Rights Commission." That time period would coincide with the first Gulf War, so I think I could narrow my scope to the years 1990-1992.

Hopefully that is helpful; please don't hesitate to follow-up if further clarification is necessary.

Regards,
Chris Caesar
