1 - Any contracts or agreements with Phoenix Air to supply their services for the mission to transport Ebola samples from Conakry (Guinea) a to Atlanta around September 2017.

2 - Any contracts or agreements with Sandia to supply their services for the mission to transport Ebola samples from Guinea to Atlanta around September 2017.

If any of those is part of a larger contract, please do send that contract.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

This is an appeal under the Freedom of Information Act.

On December 18, 2018, I submitted the attached request under the Freedom of Information Act.

Via a letter dated March 27, 2019, the agency acknowledged receipt of this request and assigned it Request No. F-2019-02237. As of this writing, the request has not been given a final determination nor have I been furnished an estimated completion date for this request.

Far more than twenty working days have elapsed without a substantive determination. I am appealing the constructive denial of my request. I ask for a determination requiring that the agency respond to my request, provide the documents, or outline reasons that they are exempt.
