Dear Mr. Silverman:

Thank you for submitting your Freedom of Information Act (FOIA) request to
the National Archives and Records Administration (NARA) via email to
foia@nara.gov. We received your request on October 10, 2023. Your request
states:

*All files on Rocco Carmine Siciliano, born March 4, 1922 and died November

Our office handles FOIA and Privacy Act requests for NARA’s operational records
(records created by this agency). Because your FOIA request is for records
that may be archival records (records created by or originated in a
different agency but that may have been transferred to the legal custody of
NARA), we are forwarding it by this email to our Office of Research
Services, Textual Reference (RR2RR) staff who handle FOIA requests for
textual archival records.

That office will assign your request a tracking number and respond directly
to you. In the future, if you need to follow up with that office directly,
please contact them at the address below, or electronically via email
(email is preferred).

about making a FOIA request to NARA. On our main website,

Due to the COVID-19 pandemic, and pursuant to guidance received from the
Office of Management and Budget (OMB), NARA had adjusted its normal
operations to balance the need of completing its mission-critical work
while also adhering to the recommended social distancing for the safety of
our staff. As a result of this re-prioritization of activities, you may
experience a delay in receiving a substantive response to your FOIA
request. We apologize for this inconvenience and appreciate your
understanding and patience.

Sincerely,

Dear Mr. Silverman:

This is in response to your Freedom of Information Act (FOIA) request
(24-01667) concerning Rocco A. Siciliano. We received it in this office
October 10, 2023.

The Rocco Siciliano papers are at the J. Willard Marriott Library at the
University of Utah. For information about the collection, see the website
at

https://archiveswest.orbiscascade.org/ark:80444/xv75296.

I got one hit on my advanced search of the National Archives Catalog at
https://catalog.archives.gov/advanced-search in records of the Commerce
Department (Record Group 40) at https://catalog.archives.gov/id/131494042. A
folder title list is attached.

I did a similar search in records of the Department of Labor (Record Group
174) but got no hits in the catalog.

A similar search with the Eisenhower Library as the location of the
materials resulted in hits on two oral history interviews described at
https://catalog.archives.gov/search?q=%22Rocco%20Siciliano%22&levelOfDescription=series%2CfileUnit&referenceUnits=%22Dwight%20D.%20Eisenhower%20Library%22&typeOfMaterials=Textual%20Records
which may be of interest to you. See the catalog pages for contact email
addresses.

We make reasonable efforts to assist researchers with their work. As a
matter of policy, the National Archives is staffed to assist researchers
with their work, including but not limited to pointing researchers to
helpful finding aids to begin their research. However, given the
limitations on staff resources, we do not generally conduct substantive
research in response to requests filed under the Freedom of Information
Act, except in circumstances where documents are easily locatable.

We will be happy to make the records and their finding aids available to
you or your representative in the Textual Research Room (Room 2000) here at
the National Archives at College Park, Maryland. If you are interested in
hiring a researcher who works for a fee, see the list provided on our
website at https://www.archives.gov/research/hire-help.

We do not consider this response a denial under the Freedom of Information
Act because the records are open and available for research. However, if
you are not satisfied with our action on this request, your options for
appeal and dispute resolution are outlined in the attachment.

Sincerely,

Tab Lewis
