From: Michael Morisy

To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

A copy of all responses sent to Congressional committees between Jan.1, 2008 and the date that this request is processed. These communications are stored together and should be easily accessible.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Michael Morisy

A letter stating the request for reduced or waived fees has been rejected.

From: Federal Aviation Administration

Mr. Morisy:

In your May 6 request, you asked for a copy of "all responses sent to
Congressional committees between Jan.1, 2008 and the date that this request
is processed."

For 2011, 2012, and 2013, there are over 3,900 responses sent to Congress.
Some responses may be more than 1 page. I do not have a page count, but
for these 3 years it is already over 3,900 pages.

As an "all other" requester, fees will be assessed as follows:

No charge for the first 2 hours of search; thereafter fees will be
calculated at $52 per hour. A search is done manually by the
Administrator's Correspondence Unit. As of this date, I do not have the
total search time, as that office has only completed searching for 3 years.

No charge for review

No charge for the first 100 pages in duplication; thereafter $ .10
per page.

A rough estimate for duplication costs for these 3 years is $380, minus the
first 100 pages. If you wish to narrow the scope of your request to reduce
costs, please let me know by June 3.

Thank you

Hi,

Thanks. I should be classified as a media requester. I agree to pay fees of up to $380, but I do not waive my right to appeal assessed fees if they are not in line with media requester fee regulations.

Please continue processing this request.

Best,

Michael

From: Federal Aviation Administration

Correction - yes, you are a "media" requester. No search or review fees;
duplication costs are the same for all other, media, and educational
requesters.

As stated in the earlier message, duplication costs are estimates for years
2011, 2012, and 2013. You requested correspondence from 2008 through the
present.

If you are still requesting the records from 2008 through the present, the
duplication costs will be more than $380. If you are only willing to pay
$380, this is only an estimate and will only cover 2011, 2012, and 2013.
