Pursuant to the Freedom of Information Act, I hereby request the following records:

A list of all the films that the Centers for Disease Control (CDC) has participated in the production of, in any capacity whatsoever, for the year 2021. Any and all such lists, full or partial, would be appreciated and may include, but are not limited to, entertainment liaison (ELO) reports. I request that you search for these documents in any location where they might be located, including but not limited to the entertainment liaison offices and communications HQ.

I am the Director of Research Operations at a 501(c)(3) non-profit organization called The Decoding Culture Foundation. These documents will be used for public education and research purposes. I therefore request a waiver of all fees that may otherwise apply.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Dear Ms. Haldeman,

This letter pertains to request 24-00118-FOIA, in which I requested a list from CDC of all 2021 film collaborations.

In your response, you asked me to clarify "the subject matter of the records" I seek, and you asked that I specify which programs or CIOs I would like to seek documents from. I am seeking records pertaining to any collaborations between CDC and film production companies for the year 2021. Your letter indicates that CDC, unlike many other agencies, does not track this information systematically and generate lists. I therefore modify my request as follows:

I am seeking any and all documents pertaining to support or assistance provided to the production of any film or television show in 2021 by the following CDC offices: the Office of Communications and the National Center for Immunization and Respiratory Diseases.

I also reiterate my request for waiver of fees from my original request.

From: Centers for Disease Control and Prevention

Dear Mr. Carollo,

Thank you for identifying two program offices to conduct your search: the Office of Communications and the National Center for Immunization and Respiratory Diseases. However, we can’t broaden the scope of your request to include “any and all documents…in the production of any film or television show.” In addition to increasing the scope of your request, it is overly broad and not specific enough for us to conduct a search.

I’ll ask the two program offices you specify to run a search for the original scope of your request, which was for “a list of all the films that the Centers for Disease Control (CDC) has participated in the production of, in any capacity whatsoever, for the year 2021.” The results of this request may help you submit more narrowly scoped FOIA requests in the future regarding films and the CDC.
