This is a request under the Freedom of Information Act. I hereby request the following records:

Copies of all FOIA requests submitted by Mary Ferrell to the National Archives and Records Administration from 1966 until Feb. 20, 20014.

I am particularly interested in FOIAs submitted by Ferrell that requested documents pertaining to the assassinations of President Kennedy, Martin Luther King Jr., Malcom X and Robert Kennedy.

Mary Ferrell is reported to have collected a large amount of documents pertaining to these events. She passed away in Dallas in 2004. (See the attached obit in The Dallas Morning News.)

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

August 27, 2015 Re:  Freedom of Information Act Request NGC15-335

Dear Mr. Kirsch:

This is in response to your Freedom of Information Act (FOIA) request of July 13, 2015, where you are seeking copies of “all FOIA requests submitted by Mary Ferrell to the National Archives and Records Administration from 1966 until Feb. 20, 2014.  Your request has been assigned the above tracking number.

Based on the Record Retention Schedule that the National Archives has for FOIA case files and reference correspondence files, there are no records in NARA’s custody regarding any FOIA’s Ms. Ferrell sent to NARA.  A search was also conducted in the Special Access and FOIA unit’s logs for the recent seven years and the result is negative.  Regarding any records she may have submitted to NARA for the John F. Kennedy Assassination Records Collection I recommend that you conduct a search here: http://www.archives.gov/research/jfk/search.html.  This collection is predominately open, and therefore there is not a need for a FOIA submission.  This concludes the processing of your request. If you are not satisfied with our action on this request, you have the right to file an administrative appeal in writing, email, or if you submitted your initial request through FOIAonline you may submit through that web portal.  If in writing please address your appeal to the Deputy Archivist (ND), National Archives and Records Administration, College Park, Maryland 20740.  If by email please submit your appeal to FOIA@nara.gov addressed to the Deputy Archivist.  Please follow the instructions in FOIAonline to appeal any decisions through that web interface.  Your appeal should be received within 60 calendar days of the date of this letter and it should explain why you think this response does not meet the requirements of the FOIA.  Both the letter and the envelope should be clearly marked “Freedom of Information Act Appeal.”  All correspondence should reference the tracking number NGC15-335.
