To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

In plain English: reports of property or transactions, whether blocked and unblocked, submitted to satisfy 31 C.F.R. § 501.603, where the report concerns persons or entities sanctioned for ties to the Russian regime enacted from the year 2014 until March 31, 2022

A more technical definition of responsive records: those which match any one of the listed Records types as well as any one of the listed Nexus types below.

"Record types" include the following forms:

TD-F 93.07 - Reports of Rejected Transaction;
TD-F 93.08 - Reports of Blocked Property;
TD-F 90-22.50 - Annual Reports of Blocked Property;
or records considered by OFAC to satisfy 31 C.F.R. § 501.603 requirements concerning either blocking or unblocking, regardless of type.

"Nexus types" include individuals or entities that are on any one of these SDN lists:

CAATSA - RUSSIA;
CYBER2;
ELECTION-EO13848;

UKRAINE-EO13660;
UKRAINE-EO13661;
UKRAINE-EO13662;

If records are voluminous (defined as more than 50 pages), then I consent in advance to a rolling release of records. If this is necessary then I would prefer release in reverse chronological order by date of the records' creation ("last in, first out"), in batches considered convenient to the agency.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

T. McElwee
