To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

DEA records related to an operation to intercept, inspect and seize a shipment of heroin in January - February 1982.

Per Times press report (attached) the shipment was a container offloaded in Newark, NJ from the Italian cargo ship Arcadia in January 1982. The contents of the container included two automobiles and several espresso machines; heroin was discovered in the urns of the espresso machines. The container was allowed to go to its destination in Interbar Gift Palace at 4604 Avenue N, Brooklyn, NY in February 1982 at which time arrests were made. Per a United Press International report (also attached) two men pleaded guilty to the arrangement of the shipment, John Notaro and Roy Rainieri.

Please conduct a search of all DEA systems of records for both main-file records and cross-reference records for all relevant names, agencies and companies.

DEA systems of records of interest include (but are not limited to) DEA-INS-111 "Automated Intelligence Records System (Pathfinder)"; DEA-008 "Investigative Reporting and Filing System"; DEA-010 "Planning and Inspection Division Records"; DEA-011 "Operations Files"; DEA-013 "Security Files"; DEA-14 "System to Retrieve Information from Drug Evidence ", and DEA-017 "Grants of Confidentiality Files (GCF)."

Please also search the DOJ Public Affairs Office System of Records PAO-001 "News Release, Document and Index System" and DOJ-wide system of records, DOJ-017 "Department of Justice, Giglio Information Files."

If any potentially responsive records have been destroyed and/or transferred to NARA, then I request copies of the destruction or transfer slips as well as any other documentation relating to, mentioning or describing said transfer or destruction, to include but not be limited to confirmation that DEA has no other copies of said records.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

T. McElwee
