This is a request under the Freedom of Information Act. I hereby request the following records:

(1) All emails and records of communication between the U.S. Embassy in Afghanistan and Zablon Simintov, including all records pertaining to his assertion that one of his Torahs had been stolen by a member of the Taleban (who was taken at some juncture to GiTMO). In 2005, Zablon Simintov told a reporter of the Washington Post Foreign Service that he had been informed by the U.S. Embassy in Afghanistan that the person who stole his Torah was being held in GiTMO (http://www.washingtonpost.com/wp-dyn/articles/A39702-2005Jan26.html).

(2) More broadly, emails or cables to, from or about: Zablon Simintov or Islamic Republic of Afghanistan's Ministry of Interior between January 1, 2000 and July 1, 2016 that mention (a) his missing Torah, (b) the Taleban member thought to have taken Zablon Simintov's missing Torah, and/or (c) GiTMO.

I am an academic, currently affiliated with the Harvard Law School as well as the University of Massachusetts-Amherst. As such, I ask that all fees be waived for this request, given that this request is being made for exclusively educational purposes. I intend to make all requested documents tied to this request available to the general public and also plan to incorporate them into my academic work.

In the event that there are fees (though given my status as a graduate student I do not anticipate them), I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

The Department's electronic case notes indicate the case is still open Each case is different and the processing time depends on the complexity of information requested, the location of the information, and the time it takes to review the records.

The estimated completion date (ECD) for this case is: October 2017.

ECDs are subject to change and are "strictly" estimates and not intended to be used as "actual" dates of completion, due to various extenuating factors, which are beyond the control of the Branch, which may or may not include coordination with other Agencies during the process (referrals, concurrences, etc.).
