Pursuant to the Freedom of Information Act, I hereby request the following records:

A copy of all documents and files on, about, or mentioning Raymond C. Hoiles, president of the Freedom Newspapers, Inc. Mr. Hoiles passed away in October 1970. The FBI responded to a request for this information saying NARA may have responsive records, and to use file number 14-HQ-599 and 100-HQ-530 serial 215 as a reference.

Dear Runa Sandvik:

I am writing in response to your Freedom of Information Act (FOIA) request
of December 4, 2023, for records in the custody of the National Archives
and Records Administration. Your request was received in this office on
December 4, 2023, and assigned FOIA tracking number RD 78162.

You requested access to FBI file 14-HQ-599 and 100-HQ-530 serial 215 on
Raymond C. Holies, and FBI file 161-HQ-4293 on John S. Hayes.

Case file 14-HQ-599 with a subject of Raymond C. Hoiles was compiled as
part of a Sedition investigation, created between October 1942 and December
1957, and consists of an estimated 25 pages.

Case file 100-HQ-530 serial 215 with a subject of the Anti-Defamation
League of B’Nai B’Rith and R.C. Hoiles was compiled as part of a Domestic
Security Investigation, created in November 1952, and consisting of 4 pages.

Case file 161-HQ-4293 with a subject of John S. Haynes, was compiled as
part of a Special Inquiries for the White House, Congressional Committees
and Other Government Agencies, created between January 1966 and March 1969,
and consisting of an estimated 200 pages.

You also requested a search for additional records related to both Raymond
Hoiles and John S. Hayes. I conducted a search of all available indexes
transferred to the National Archives for Raymond C. Hoiles, Raymond Cyrus
Hoiles, John S. Hayes, and John Susskind Hayes and were unable to identify
any additional FBI case files responsive to your request in our holdings.

These records require review for information protected from release under
the FOIA: https://www.archives.gov/foia/foia-guide#determine.

Your request does not exceed 700 pages, so it is assigned to our first-tier
processing queue. Taking into consideration our existing backlog, we
estimate it will take 39 months to complete processing.

Once we notify you that processing is complete, you may either visit our
College Park, MD facility to view the file at no cost, or order a
reproduction. Our current fee for reproductions is 80 cents per page, so we
estimate the total cost will be $183.20.

2023 Freedom of Information Act request RR2RR 24-11599 concerning access to
information Raymond C. Hoiles, president of the Freedom Newspapers, Inc who
passed away in October 1970. We received your request in our office on
December 6, 2023. Your request for responsive FBI files has been referred
to our Special Access and FOIA office. They will reply separately.

We searched the series: General Index to Litigation Case Files,
1904-1951; Entry A1 110;
Record Group 60 <https://catalog.archives.gov/id/1882794> and General Name
Alphabetical Index, 1930-1984; Entry UD WW 3152; Record Group 60
<https://catalog.archives.gov/id/23062753> and were unable to locate a
reference to Raymond C. Hoiles.

We do not consider this a denial of your FOIA request. However, if you are
not satisfied with our action on this request, your options for appeal and
dispute resolution are outlined in the attachment.
