THIS IS A FOIA REQUEST
This is a request under the Freedom of Information Act. Pursuant to the Freedom of Information Act, I hereby request copies of the following records:

The Analysis of Alternatives (or similar and related documents), with appendices, attachments, and other supporting documentation, conducted by NNSA (or elements of NNSA) in relation to the current decision to produce plutonium pits at Los Alamos and Savannah River. You may restrict your search to records created after 2016. Please also include the following record "Plutonium Pit Production Analysis F 2017" as well as the presentation entitled " "Plutonium Pit Production analysis of Alternatives (AoA) Results & Next Steps" dated November 2017. In addition, please include the text of any review conducted by NNSA's Office of Cost Estimating and Program Evaluation (CEPE) of NNSA's Plutonium Pit Production Analysis of Alternatives.

As the FOIA requires, please release all reasonably segregable nonexempt portions of documents. If you withhold information or records or portions of records then please identify the exemption through which you do so and advise me of my options for appeal under the law.

FEES AND FEE STATUS
I am a PhD student at the University of New Mexico and the information requested is for academic and public education purposes, including my PhD dissertation project, and not primarily for commercial or profit use. Furthermore, I will make responsive recoIrds available to the public via my academic publications and presentations; on social media (I have over 14,000 Twitter followers); and through the News Site MuckRock.com In addition I run a publicly accessible research archive freely accessible to the public (including records provided to me via FOIA requests to NNSA) at the following link : https://osf.io/46sfd/ . Please note that you can access my UNM student profile page at the following url: https://anthropology.unm.edu/people/grad-students/profile/martin-pfeiffer.html. I have both the ability and intent to make records provided to me widely available to the public via either self-publishing or through writing for journalistic and scholarly publications.

Therefore, as per Sack v. DOD (2016) I qualify for educational institution fee status and ask that you process my request accordingly. In your response please confirm that you will be processing my request under the educational institution fee status.

If fees are assessed then I agree to pay fees up to $30 without additional notice. In the event that there are fees exceeding $30 then please inform me of the total charges in advance of fulfilling my request.

RECORDS AND COMMUNICATIONS
I hereby request that all records generated by this request be delivered in electronic format via email or, if that is not possible, on CD-ROM if available. Furthermore, I ask that you engage in rolling records release if feasible.

I am resending this email to you after a failed attempt of an email sent 8/14/19 containing attachment, FOIA 19-00290-EW Ack Ltr_Fee Denial Letter (letter and email attached). As a result of the undeliverable message received (attached) for the email and letter sent on 8/14/19, I am extending the deadline to respond. See the paragraph below annotating the updated suspense date.

This request is currently pending and processing will begin once we are notified of your willingness to either pay all fees, or notify us of the exact dollar amount of fees you are willing to pay, in accordance with 10 CFR ยง 1004.4(e). If we do not receive a response regarding your willingness to either pay all fees or your willingness to pay fees up to a stated dollar amount by August 25, 2019 we will consider your request invalid and will close it with no further action.
