This is a request under the Freedom of Information Act. I hereby request the following records:

Any and all records, including cross-references and indirect mentions, including records outside the investigation main file pertaining to Passive Optical Network (PON) technical surveillance, including Fiber To The Premises (FTTP) and Fiber To The Home (FTTH) technologies as well as "Metro Ethernet" over Optical Fibre. PON types explicitly to include BPON, or broadband PON; GPON, or gigabit-capable PON; GPON, or gigabit-capable PON based on IEEE 802.3ah or IEEE 802.3av. Internal records and research projects are in scope of this request. This is explicitly to include a count of PON technical surveillance capable devices owned, leased, or otherwise in use by the Bureau. Requested search to include each of the following record stores and interfaces: the Central Records System (CRS), the Automated Case Support system ("ACS") Investigative Case Management system ("ICM"), the Automated Case Support system ("ACS") Electronic Case File ("ECF"), and the Automated Case Support system ("ACS") Universal Index ("UNI"). I also request a search of "ELSUR", the database containing electronic surveillance information, for any and all records or activities related to PON surveillance technology. Please include processing notes, even if request is denied in part.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM, DVD-R, or BD-R if not.

Regarding your query to narrow scope of responsive materials regarding Passive Optical Network (PON) technical surveillance, including Fiber To The Premises (FTTP) and Fiber To The Home (FTTH) deployments, my specific interests are:

- Identification of these technologies as forthcoming challenges to investigatory activities, and the administrative support to address this challenge.
- Evaluation within DITU or other suitable departments for technical solutions to collections challenges identified above, and industry partners who could be part of these solutions going forward.
- The list of actual third party industry partners chosen to support Bureau efforts in these domains.
- Operational challenges and mitigations encountered when deployment of technical solutions met difficulty or failure.
- Finally, invoices, purchase orders, and statement of work documents related to these technologies as fielded by the Bureau.

Please let me know if these categories detailing interest in documents spanning the full life-cycle of Bureau activities needs further refinement or clarification.

Estimated Dates of Completion
Requests are processed in the order in which they are received through our multi-track processing system. Requests are divided into two primary tracks--simple (under 50 pages of potentially responsive documents) and complex (over 50 pages of potentially responsive documents). Complex requests are further divided into medium, large, and extra-large sub-tracks based upon request size. Simple track requests typically require the least amount of time to process. Currently, simple track cases average approximately 138 days from the date of receipt for processing. Our complex requests in the medium processing track are currently averaging 571 days, large processing track are currently averaging approximately 1,289 days, and extra-large processing track are currently averaging 1,649 days for processing.
