Pursuant to the Freedom of Information Act, I hereby request the following records:

Any and all written or electronic communications, including email attachments, sent or received by Assistant Regional Director Catherine Phillips that contain one or more of the following words or phrases: "ECPO", "ECMSHCP", "Collier", "Spilker", "Hunton", "panther", "Bernhardt", and/or "Skipwith". This request seeks records produced since January 1, 2019. This request does not seek generic news releases or aggregated news clippings.

I am a reporter for The Guardian and The Nation.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Mr. Tobias-

I am processing your 5 FOIA requests for records from Catherine Phillips, Leonardo Miranda, Mike Oetker, Margaret Everson and Aurelia Skipwith with the following keywords: "ECPO", "ECMSHCP", "Collier", "Spilker", "Hunton", "panther", "Bernhardt", and/or "Skipwith".

As we previously advised you, we are reviewing the records as one since there is some overlap between these individuals. There are some emails related to the processing of previous FOIA requests related to the Eastern Collier HCP. Do you require copies of these emails or is it ok for me to exclude them? There are also some emails specific to national wildlife refuges in states other than Florida. Is it ok for me to exclude these emails?

One last question – since I am working multiple requests with the same keywords, do you have one email that I can use to correspond with you? Each request you submitted has a different email address.
