Pursuant to the Freedom of Information Act, I hereby request the following records:

- All agreements between Centers for Disease Control and Prevention and the Institut National de Recherche Biomédicale (INRB) of the Democratic Republic of Congo, also called in English National Institute of Biomedical Research.

The timeframe is from 1974 until today.

This request should be properly classified as a media request. I am a freelance investigative reporter covering covering East and Central Africa, with a particular focus on business, corruption, natural resources, land and social issues.

I have a strong likelihood of publishing news articles based on information released in response to this request. I have previously been published in Le Monde Afrique, IRIN News, Sydney Morning Herald, African Arguments and others. If you have questions about my media classification, please let me know and I'm happy to address them.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filed electronically, by e-mail attachment if available or CD-ROM if not, and I would like text-searchable documents.

Thanks for your reply. I'll change the timeframe to 1st January 2000 until today to narrow it down.

By agreements in mean any document signed by the CDC and the INRB, this includes for example (but not limited to) contracts, MoU, statements of intents, Terms of Reference etc.

I believe that sufficiently narrows down the research and I'm looking forward to your reply.

To assist the agency to conduct a reasonable search, please provide our office with additional information, such a: a request for a record by its title; particular event; recommended search terms; office(s) likely to have records requested; full names and accurate titles of individual(s) discussing the subject of your request; a subject matter; and/or, the precise document you seek.

In short, we need you to specify the context of the matter and related agreement at the very least. 18 years is still too broad a time span especially given the "etc." qualifier on the type of document you seek.

The withdraw date and the appeal rights in original too-broad letter attached still apply.

I hope this will work for you:
- I'll narrow down the timeframe to 2010-today.
- And I'll narrow down the type of documents: by agreements I mean documents signed by the CDC and the INRB: contracts, Memorandum of Understanding, statements of intents, Terms of Reference and Material Transfer Agreements.

There's unfortunately very little information online on the specific arrangements for collaboration between CDC and INRB.
