To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

A copy of all correspondence to OPM from nonprofit organizations and charities regarding potential changes to the Combined Federal Campaign program, during calendar year 2013.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Michael Morisy

Dear Mr. Morisy:

Attached please find OPM's response to the above referenced Freedom of Information Act request. I apologize for your not having received the final response which had been completed by the date of the final response letter - September 6, 2013. The program office was in full compliance with providing a timely response. However, due to an oversight and the loss of one of my staff, this particular request, while completed, had never been emailed to you. It did not help that the end of the fiscal year crunch and subsequent furlough further exacerbated the situation.

Please accept my apologies and know that the OPM FOIA Processing Service Center continues to work hard so as to not have this type of problem happen again. It is a rare occurrence but, we are working to achieve a "level of excellence" in customer service.

If additional assistance is required, please contact me at the number below.
