Naval Sea Systems FOIA handbook and media requester guidelines

To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

A copy of the Naval Sea Systems FOIA processing handbook, guidelines, instruction or protocols, including but NOT LIMITED TO the office's guidelines for determining media requester/news media status.

For guidance, this document should include the following guidelines, as furnished by Vickie J. Long of the FOIA Office:

-The news media refers to any person actively gathering news for an entity that is "organized" and "operated to publish or broadcast news to the public".

-In order to be considered a "publisher" -- news must be disseminated and a product is available for purchase or subscription by the general public.

-In the case of "freelance" journalists, you must demonstrate a solid basis for expecting publication through an organization even though not actually employed by it. If you have a "publication contract" this would be the clearest proof to place you in this fee category.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Hello,

Thank you for your response. Many FOIA offices have their own manuals, processing guides, etc with which they train new staff or ensure consistent processing by FOIA officers. Please confirm whether NAVSEA FOIA office has such a guide, training materials, etc, and provide said documents if they exist.
