Dear Mr. Delaware:

Thank you for submitting your request for a Mandatory Declassification
Review (MDR) to the National Archives and Records Administration (NARA) via
*FOIAonline*. We received your request, NARA-NGC-2018-000839, on September
17, 2018.
An MDR is authorized by Executive Order 13526 dated December 29,2009, and
not under FOIA. Because your request concerns archival records (records
that were created by or originated in a different agency but that may have
been transferred to the legal custody of NARA), we have forwarded it
to our *Office
of Research Services, Special Access and FOIA* staff who handle such
requests for archival records.

Accordingly, your request has been removed from the *FOIAOnline* website,
and you will be assigned a new case number by that office. If you would
like to follow up with that office directly, please contact them at the
address below, or electronically via email.

Dear Mr. Delaware,

I am writing in response to your Freedom of Information Act request of
September 17, 2018 for records in the custody of the National Archives and
Records Administration. Your request was received in this office on September
18th and assigned FOIA case number 58603.

You requested access to case file number 100-HN-6387, Serial 269, page 3.
You initially requested this same document in a July 30, 2018 Freedom of
Information Act request relating to Ray Jerome Baker, addressed by this
office under FOIA Case No. RD 57896. On September 19th, you directed
archivist Dr. Amanda Weimer to remove 100-HN-6387, Serial 269, page 3 from
your request.

It is the practice of this office to address requests from the same
requester on the same topic through the same FOIA case number. Because you
have decided to return the document in question to your original request
for materials relating to Ray Jerome Baker, I am adding it to the list of
materials you requested under RD 57896 and closing this request as a
duplicate.

Additionally, we cannot process single pages of larger documents. We will
review the full 35 pages of 100-HN6387 in their entirety.

This concludes the processing of your request. If you have questions
concerning my review, please contact me directly at
christopher.abraham@nara.gov or 301-837-2958.

Your request under RD 57896 relating to Ray Jerome Baker now includes the
following:

100-HN-5896

100-WF-2588

61-HN-17

61-HQ-9105

100-HN-6387, Serial 269

To notify this office of a change in your contact information or to track
the status of your request, please telephone 301-837-3190 or e-mail
specialaccess_foia@nara.gov. If you have specific questions regarding the
subject of your request, please contact me directly at
christopher.abraham@nara.gov or 301-837-2958 . All communications
concerning this request should reference your case tracking number 58603.
All communications concerning your request for materials relating to Ray
Jerome Baker, including 100-HN-6387, Serial 269, should be directed to Dr.
Amanda Weimer at amanda.weimer@nara.gov or 301-837-0604 and reference your
