Pursuant to the Freedom of Information Act, I hereby request the following records:

Page 25 is missing within the content content for CIA-RDP96-00788R001700210016-5, which provides an assessment of the Monroe Gateway Experience. For historical purposes, it is important for documents to not be lost - in full or in part.

In this case, the sentiment of the entire document could rely on this page, especially as it represents the last two sections of the document before moving into discussing potential effects of the document itself.

This FOIA request is being sent to inform the public on if and why this page was omitted if intentional, or to request the full content of the page be included in the document if this is an unintentional omission.

Additionally, a request for any records related to this document be made public as well. For instance, it seems that there was a request for this assessment. We should know the context of why this is important and how the assessment was used. As such, all known documents related to this are being requested be made public as well. If any known documents can not be made public by the CIA themselves, then it is important that we also have a list of known related documents owned by other organizations.

Firstly, thank you for your progress thus far.

I'd like to file an appeal in this situation. It seems that this document surely exists somewhere, and I'd be surprised to hear that the Army was unable to scan one of the pages in the center of the document. Can you take another look?

I believe that in the case that the document can not be provided, it is required that the public be given an explanation as to why this page can not be found. I am appealing this in hopes that you can you please follow up with a deeper search for this information, an explanation as to why a no responsive documents response was given, and any other information which the Army or any other groups may have which could be useful in finding the missing information from this document.

Good morning Ms. Bailey,

This is in response to your January 4, 2021, letter addressed to this office
regarding your previous request for a copy of page 25, which is missing from
the content for CIA-RDP96-00788R001700210016-5, which provides an assessment
of the Monroe Gateway Experience. This letter was received in our office on
January 13, 2021 (attached).

Please be advised that your initial request for this information was
forwarded to our office on February 5, 2020, by the Department of the Army
Freedom of Information/Privacy Act Division (DA FOI/PA DIV), and was
received in our office on February 6, 2020. Our office processed your
request and completed our final response to you on February 11, 2020. At
that time you were given a no record response from our office.

Your current correspondence indicates that on April 7, 2020, you attempted
to appeal the decision you received from us; on July 13, 2020, you attempted
to follow up on the progress of your appeal; and on January 4, 2021, you
again attempted to follow up on the progress of your appeal. In each
communication you cite FOIA Request #2020-00318, which appears to be the
Central Intelligence Agency (CIA) FOIA case number. Our office is unaware to
whom, or by what means, you were sending these communications, but please
note that none of these communications were received by this office. For
future reference, the INSCOM Case number associated with this request is
Case #0230F-20.

With regards to INSCOM's no record response of February 11, 2020, it should
be noted that previous coordination with the INSCOM Historian's Office has
determined that various historic records had been transferred to the Central
Intelligence Agency, and no record copies were maintained with INSCOM.
Therefore, we are unable to provide you with the missing page since we have
no record copy.
