Memo Regarding NAFTA L-1 Petitions at CBP Ports of Entry (Department of Homeland Security)

Pursuant to the Freedom of Information Act, I hereby request the following records:

A complete copy of any and all memoranda, guidance, or letters addressed to Customs and Border Protection Preclearance Offices based at Canadian airports as well as to Customs and Border Protection Inspection Stations at the U.S.-Canada border related to U.S. Customs and Border Protection refusal to process petitions for renewal of L-1 classification under the North American Free Trade Agreement for Canadian citizens.

A complete copy of any correspondence or notes related to communication with the Canadian authorities imposing this policy, as required by Section C, paragraph 3 of the North American Free Trade Agreement related to Intra-Company Transferees.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
