This is a request under the Freedom of Information Act. I hereby request the following records:

I am requesting the military service ]records for Mary Elizabeth McHughes Ferrell. She was born Oct. 26, 1922 in Memphis, TN and died Feb. 20, 2004, in Dallas, Texas. Her Social Security number was 408-22-2876. Her last known address was 4406 Holland Ave. in Dallas. Her obituary was published in The Dallas Morning News from Feb. 23 to Feb. 24, 2004. A copy of this obituary is attached.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

This is an appeal under the federal Freedom of Information Act. It is an appeal of the constructive denial of a request appropriately submitted to the National Personnel Records Center on November 25, 2014.

The FOIA request at issue specifically requested the military service records for Mary Elizabeth McHughes Ferrell. Ferrell was a Dallas woman who amassed a large amount of material on the assassination of President Kennedy; this information is of particular interest and importance to me, because I write a blog, www.jfkresearch.me, about persons and groups that investigate the assassination. Ferrell was born on October 26, 1922. She died on February 20, 2004. In my original request I provided a Social Security Number, her last known address, and her obituary, taken from The Dallas Morning News.

As of this date, this FOIA request has not been acknowledged in any way by the NPRC, nor has any other response regarding this request been received. I respectfully insist that acknowledgement be sent, a tracking number be assigned, and an estimated date of completion be provided immediately.
