I am writing in response to your March 21, 2016 Freedom of Information Act
request for records in the custody of the National Archives and Records
Administration. Your request was received in this office on March 30, 2016
and assigned *FOIA case number 49660*.

You requested access to FBI case file 100-HQ-3 Sub files 4, 7, 14 and 43,
identified as potentially responsive to your request for files relating to
Lucy Parsons. Based on my initial assessment, this file is deemed not
responsive to your request. The subject of this file is the Communist Party
USA. It consists of approximately 178,000 pages in 71 boxes.

We do not consider this response to be a denial of your request under the
terms of the Freedom of Information Act because we have determined that the
requested case files are not pertinent to your subject of interest.
However, if you consider our response to be a denial, you have the
right to appeal
our decision to restrict access within 60 calendar days from the date of
this response. Appeals must be submitted in writing and addressed to the
Deputy Archivist of the United States, National Archives and Records
Administration, 8601 Adelphi Road, Room 4200, College Park, Maryland,
20740. In your letter please cite your case number and clearly label
