Pursuant to the Freedom of Information Act, I hereby request the following records:

Please provide any contract presently in effect between the Department of Homeland Security (and potentially U.S. Immigration and Customs Enforcement, Office of Acquisition Management and/or DHS Office of Inspector General for the operation of the "LSU Call Center" in Baton Rouge - a facility apparently coordinating intake and case transfer from detained immigrants in adult ICE detention to the DHS Office of Inspector General.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

I hereby appeal the agency's determination that this request -- which identifies a contract or set of contracts between two specific parties, the date (presently in effect) and two offices in which such contracts may be found -- is overbroad, both under DHS's FOIA regulations and the Act.

I further appeal this letter as an improper denial of my request to the extent it serves as a means of closing the requests if the agency does not hear from me within thirty days. Both practices violate the FOIA, and I will seek injunctive relief from a federal court if the agency determines this letter is a proper exercise of its FOIA authority.

The agency's search is plainly inadequate. There is (a) a call center at or around Louisiana State University that (b) takes intake phone calls from detained immigrants for DHS and (c) then conveys those intakes to the agency. This does not happen without some for of government record saying who's doing what and for how much. Please direct the agency to re-task the appropriate office for search.

In response to a letter received in this office on January 3, 2020 (dated December 24, 2019) regarding receiving a response to your remanded FOIA appeal, please find attached two correspondence letters that were sent to you on November 21, 2019 and November 22, 2019, respectively.

The first correspondence is a final response letter indicating that after conducting a comprehensive search of files, DHS was unable to locate records responsive to your request. The second correspondence is a final decision letter issued by the United States Coast Guard Office of the Administrative Law Judge administratively closing out your appeal due to DHS's compliance with the remand order in this case.
