This is a request under the Freedom of Information Act. I hereby request the following records:
I am requesting a list of foreign dignitaries, diplomats, ambassadors, and other members of the diplomatic corps who attended US Presidential addresses to Joint Sessions of Congress by Presidents Donald J. Trump, Barack H. Obama, and Georgia W. Bush.
I am specifically seeking a list of said foreign dignitaries for addresses on the following dates:
September 20, 2001
January 29, 2002
January 28, 2003
January 20, 2004
February 2, 2005
January 31, 2006
January 23, 2007
January 28, 2008
February 24, 2009
January 27, 2010
January 25, 2011
January 24, 2012
February 12, 2013
January 28, 2014
January 20, 2015
January 12, 2016
February 28, 2017
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Given the high volume of FOIA requests, in addition to a backlog which the Department is working diligently to reduce, there is presently a delay in the completion of FOIA requests.
The Department's electronic case notes indicate the case is still open. The searches are still pending. Each case is different and the processing time depends on the complexity of information requested, the location of the information, and the time it takes to review the records.
The estimated completion date (ECD) for this case is: October 2017
ECD's are subject to change and are "strictly" estimates and not intended to be used as "actual" dates of completion, due to various extenuating factors, which are beyond the control of the Branch, which may or may not include coordination with other agencies during the process (referrals, concurrences, etc.) Interim releases are provided, as applicable.

The Department takes its FOIA responsibilities seriously. We currently have a FOIA backlog of approximately 13,200 cases. As a result, there could be a delay in processing your request. At this time, the estimated date of completion is November 30, 2017. However, depending on the scope of your request and the potential volume of what may be responsive, and other factors, it could take until September 2019 to complete its processing.
