The most recent readily available instrument approach charts for the KSEA RNAV M 16R approach and other information used by radar controllers to determine the expected navigation and minimums for aircraft flying that approach. I additionally request the following approaches if available:
KSEA RNAV L for any runways for which such a procedure exists
KSEA RNAV M for any runways for which such a procedure exists beyond 16R
KSEA RNAV N for any runways for which such a procedure exists
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

During our search for responsive records, we have discovered that some of the records are subject to*FOIA Exemption 4, which applies to commercial, proprietary, and/or financial records. . Based on our initial review of your "request," we have determined that you have not submitted a proper request pursuant to the FOIA and Departmental Regulations. 5 U.S.C. § 552(a)(3)(A); 49 C.F.R. § 7.24. Requests for "all emails" or "all correspondence" from a person or office, or requests for "all records pertaining to" a general topic, without confining search parameters, are not considered proper because they do not specify a time period or sufficiently defined subject matter to permit an adequate search. In this case, you have not provided a search term or keywords to use when searching for these emails.
The Freedom of Information Act requires that a requester must be reasonably specific in identifying each record sought, the FOIA provides a means for access to existing records that the requester reasonably describes. Your FOIA cannot be processed as written. Please review this link to find out what must be included in your FOIA request: https://www.faa.gov/foia/foia_request/. We will need this information by Friday, December 1, 2023.
The legislative history of the FOIA indicates that a description of a requested record is sufficient if it enables a professional agency employee familiar with the subject area to locate the record with a reasonable amount of effort. The records you are seeking must actually belong to the agency from which you are seeking them (i.e. FAA would not be the owner of DOD records). Agencies are only required to conduct a reasonable search to locate records responsive to a FOIA request. Case law reflects that the rationale of this rule is that FOIA was not intended to reduce government agencies to full-time investigators on behalf of requesters or to allow requester to conduct fishing expeditions through agency files.
